General race rules
The race rules are drafted so as not to obstruct competitor strategy and racing but to enable the race officials to efficiently supervise the race and prevent hazardous situations. The Race Around Slovenia is an ultimate challenge of endurance cycling and these rules provide the competitors with the highest possible level of safety and competitive fairness.
1. GENERAL RULE
1.1 UNEXPECTED OBSTACLES
One or more consecutive unforeseen obstacles can be encountered during the race over which the organizer has no control, therefore no time credits will be issued in such cases and no moving of the competitor along the route will be tolerated.
Such obstacles include traffic lights, traffic jams, railway crossings, winds, storms, earthquakes and other obstacles as a consequence of force majeure, detours, road construction works and similar situations beyond the control of the organizer.
1.2 OFFICIAL RACE CLOCK
The official race clock will be set at the start and will not be stopped.
The race director may adjust time on account of delays at the start or major complications later on the course.
1.3 RACE OFFICIALS
The following race officials will be encountered during the race: 1. race director,
2. technical director,
3. chief referee and deputy chief referee,
4. race management team (result processing, website editing, etc.), 5. chief referee in the field,
6. timekeepers at time stations,
7. referees in marked and unmarked vehicles.
1.4 TRAFFIC LAW
All the registered participants of the Race Around Slovenia are obliged to acquaint themselves with all the necessary laws and regulations applicable in Republic of Slovenia.
If part of the route runs across another country, they will have to acquaint themselves with the rules and laws of that country as well. They have to proceed in accordance with the Road Traffic Safety Act of the Republic of Slovenia (hereinafter: ZPrCP) and with the regulations of other countries, should the route cross them.
Penalties will be given for any infringement of traffic regulations committed by the competitors or their crew members.

They have to proceed in accordance with the Road Traffic Safety Act of the Republic of Slovenia (hereinafter: ZPrCP) and with the regulations of other countries, should the route cross them.

2. RACE ROUTE
The competitor has to follow the road book guidance precisely. The route is marked on road surface and on the side of the road; however, these marks are not official marks and shall only serve as an aid. There are several time stations along the route, which have to be passed by the competitor; the competitor needs to sign next to the registered time of passing.
3. TIME STATION PROCEDURE
Time station locations are precisely described in the road book. The competitors and their crews have to follow all the instructions concerning the route to reach the time stations.
The competitor has to register on the list of competitors and sign personally at every time station.
When the competitor passes the time station the chief timekeeper at the time station calls the headquarters timekeeper and reports:
- the number of the competitor,
- the number of the time station, and
- the time of the competitor’s arrival at the time station.
The referees at the time stations are not responsible for official notification of the competitors.
The stopping of follow vehicles directly before the time station is not allowed.
The competitors and their crews may not stay at the time station for a longer time.
The competitor has to register on the list of competitors and sign personally at every time station.
When the competitor passes the time station the chief timekeeper at the time station calls the headquarters timekeeper and reports:
- the number of the competitor,
- the number of the time station, and
- the time of the competitor’s arrival at the time station.
The referees at the time stations are not responsible for official notification of the competitors.

4. RULES FOR COMPETITORS
The competitors have to act in accordance with the race rules and all the road traffic safety regulations.
The competitors are not allowed to proceed along the race route without the bicycle or in a vehicle, except in case of medical emergency.
The use of cycling helmet is obligatory. It has to be fastened properly.
The competitors may not use any third-party assistance. If it is offered to them, the crew chief must prevent it. Cycling in the slipstream of another cyclist or any other object (drafting) is banned.
The competitors may not be followed directly by a crew member on a bicycle, skate, etc.
The competitors may only use a technically faultless bicycle equipped in compliance with the ZPrCP and registered at the technical inspection prior to the race start.
The competitors may walk near the right edge of the road and have to push the bicycle on their left. Without the bicycle, they may only move backwards.
The competitors are not allowed to ride alongside each other nor one after another, except when overtaking. The distance between two competitors must be appropriate for unhindered driving of other participants in road traffic.
The competitors must not block or impede the progress of other competitors.
In case that a competitor accidentally misses the route, they can return to the point where they missed on the bicycle or in a vehicle and proceed with the race from there. The crew chiefs must notify the chief referee as soon as they notice that their competitor is off the route and when the competitor gets back to the point where they missed.
Going through the red light, irregular railway crossing and riding over the solid line on the road are severe violations of the race rules and are subject to major time penalties or even disqualification.
The competitor must stop for testing for unauthorised stimulants, medical examination or for the imposition of penalty, when directed by the chief referee in the field. The time for such stops will be equal for all the competitors or will be deducted at the end.
Before, during and after the race, the competitor, crew chief and members of the crew must act in a manner that does not harm the reputation of the race, organizer and other participating teams. An offender or the entire team may be banned from participating in the future races or in the race to which they have already registered or be disqualified from the ongoing race.
The competitor and crew chief are responsible for the punctual arrival of the competitor at the starting ramp. The starting time of each individual competitor is determined precisely at the numbers draw 24 hours prior to the race start. Every delay to the start will be penalized with a time penalty determined for such mistake. The competitor or crew chief is obliged to report in due time any potential justified delay to the race officials.
The competitors are not allowed to proceed along the race route without the bicycle or in a vehicle, except in case of medical emergency.

5. RULES FOR THE CHIEFS OF SUPPORT CREW AND THEIR DEPUTIES
The crew chiefs are responsible for actions of the competitors and crew members. They are also responsible for actions of random persons, who cycle near the competitor and enable them drafting.
The crew chiefs must be present at the technical inspection on the first day of the race, where they register all the members of the support crew. These are the only persons allowed in support vehicles. They must have an identity document on them at all times.
The crew chief is the only person authorised for the communication with the organizer, chief referee and chief referee in the field. Apart from exceptional cases, the competitor does not have this authorization.
The crew chiefs must lead their crews and competitors in compliance with the race rules. They are responsible for adequate psycho-physical condition of the competitors, support vehicles drivers and other crew members. They are also responsible for proper planning and implementation of the needed rests for the competitor, other crew members and themselves. They have to ensure that the support vehicle drivers exchange regularly.
All crew members must sign the conditions provided on the entry statement of belonging to the crew, or they cannot participate in the race.
Every crew member must have a reflective safety vest (the one that is required in every car in Slovenia). The number of vests must correspond to the number of crew members. This will be enforced at the technical inspection. The use of the vest is mandatory at any assistance to the competitor outside the vehicle, regardless of the time of the day. Failure to follow this rule will be penalized with a time penalty.
If a crew member is lost from the minimum three-person crew, the crew must immediately notify the chief referee. Based on the distance travelled, the competitor’s location in the race, crew experience, etc., the chief referee will determine as to whether or not an additional crew member will have to be obtained.
The crew chiefs are responsible to use the appliances, which they receive from the organizer (GPS, video cameras, etc.), accordingly to the instructions and return them to the organizer undamaged or pay the amount equal to their value by the time of the announcement of official race results. If they do not act so, their result will not be valid. The GPS tracking device must be mounted in the escorting vehicle, as shown on the technical inspection by the qualified staff, for the whole race. The GPS tracking device must emit signal at all times.
The main concern of every crew member shall be the safety of the competitors, crews, officials and other participants of the race, as well as of persons and property along the route.
The crew chief is responsible for the support vehicle to be at the dedicated parking space, which will be announced on time by the organizer, one hour prior to the start of the respective competitor (the starting time of the particular competitor is determined at the numbers draw). Failure to honour this rule will be penalized with a time penalty.

6. STOPS OF THE CREW AND COMPETITOR
The stops of the crew and competitor must be done in time intervals that ensure safe participation in the road traffic.
If the crew does not follow this instruction and the referees asses that on account of fatigue the competitor or the driver of the support vehicle cannot proceed with the race safely, the chief referee may require a mandatory and immediate one hour rest for the competitor and entire crew.
If such situation repeats, the chief referee will disqualify the competitor. In this case the competitor may not proceed with the race and must remove the starting numbers and all visible insignia of the organizer from the bicycles and support vehicles.
Planned or unplanned rest must be done at a safe place on the side of the road so that the vehicle, in which the competitor rests, is visible from the race route. If this is not possible in a specific route section, the crew chief must seek permission for a rest outside the visible field of the route from the chief referee. In this case, the crew chief must notify the chief referee also at the end of the rest.
If the crew does not follow this instruction and the referees asses that on account of fatigue the competitor or the driver of the support vehicle cannot proceed with the race safely, the chief referee may require a mandatory and immediate one hour rest for the competitor and entire crew.
If such situation repeats, the chief referee will disqualify the competitor. In this case the competitor may not proceed with the race and must remove the starting numbers and all visible insignia of the organizer from the bicycles and support vehicles.

The crew chief must notify the chief referee or the deputy chief referee in following cases:
- the competitor plans to be or already is located outside of the route;
- a random cyclist rides less than 10 m away from the competitor and this cannot be prevented by the crew chief;
- the follow vehicle has broken down;
- a change in the composition of crew is planned;
- something stops the team, the team has missed the route or has been stopped by the police, which fined the competitor or a crew member;
- road accident; and
- resignation of the competitor.

8. night RIDING and safetY
The competitors must not ride away from the range of headlights of the follow vehicle in the dark, even if they have the legally required bicycle lights mounted on their bicycle. In the normal night riding conditions
the cyclist and the car become one inseparable unit!
Night riding through the cities as well as on the ascents and descents needs to be adjusted so that the cyclist never leaves the range of the support vehicle's headlights, but still maintains adequate safety distance. Failure to comply with this rule represents a severe violation of the race rules.
The follow vehicle must have a flashing amber light mounted on the roof at the rear end of the vehicle. Another one must be stored in the vehicle as a spare light.

9. PUBLIC ORDER & PEACE
Official journal no. 118/2005 from 27th of december 2005. Decree on the use of audio devices that make noise at events, page 13296, 12. Article, 3 paragraph says:
All vehicles equipped with sound devices must be careful during the race, that they don’t cause excessive noise pollution in the environment, with these devices. If the loudspeaker of the sound device is installed on the vehicle or is moving in some other way, it is regarded that use of sound devices doesn’t cause excessive environment noise pollution if the electric power of the individual device, used in the event, doesn’t exceed 30 W and the event is not happening during the night.
It is STRICTLY FORRBIDEN to use loudspeakers (for giving directions, playing music or any other sound tracks to the competitors) on the follow vehicles, between 22:00 in 6:00 in cities, villages or any other settlements. In case the competitor or his crew doesn’t comply this rule, a penalty or time addition will follow, or even disqualification, after multiple warnings, as written in 14. article of race rules.

10. BiCYCLE
The bicycle must have a headlight visible from at least 100 m and a non-flashing taillight, visible from at least 150 m. It needs to be equipped in accordance with the regulations enforced in the country of the competition.
Reflective tapes or plastic reflectors must be fitted on the sides of the pedals, on the frame, on the rear of the seat, on the wheels and on the fork blades of the bicycle. The colour of the reflective tapes and plastic reflectors is not specified.
The competitor may use multiple bicycles that have been registered with the organizer and received permission for use. Nothing may be mounted on the bicycles during the race that has not been authorized at the technical inspection.
Reflective tapes or plastic reflectors must be fitted on the sides of the pedals, on the frame, on the rear of the seat, on the wheels and on the fork blades of the bicycle. The colour of the reflective tapes and plastic reflectors is not specified.
The competitor may use multiple bicycles that have been registered with the organizer and received permission for use. Nothing may be mounted on the bicycles during the race that has not been authorized at the technical inspection.
11. FOLLOW VEHICLE
One follow vehicle must be in the escorts of the competitor, driving behind the competitor and regulating the safety distance.
At least two members of the crew, who have had enough rest, must be in the follow vehicle at all times.
The headlights of the follow vehicle must be dimmed every time the vehicle approaches another vehicle, when it is being overtaken by another vehicle or when the oncoming traffic is approaching. The headlights must be dimmed also when there is another vehicle less than 100 m in front of the follow vehicle.
The competitor must be in front of the follow vehicle at all times. The follow vehicle may approach the cyclist safely only when handing off food and drinks. Such service is permitted four times per hour.
When it is not safe to hand off food and drinks from the car, the crew has to drive past the cyclist, stop on the side of the road, get out of the vehicle and give them the food/drinks while they are passing.
The follow vehicle may overtake the cyclist, when it has several vehicles behind and their overtaking is made difficult. In this case the follow vehicle shall overtake the cyclist, stop at a suitable spot and wait for the cyclist. Such manoeuvre is also allowed on steep ascents, when the speed is too low for the vehicle to cool its engine.
The follow vehicle must never move away from the cyclist for more than 250 m.
The follow vehicle must allow for safe overtaking by the vehicles behind it. However, it must not allow to the cyclist to ride too far away and must catch them safely as soon as possible after getting back to road traffic. If it cannot reach the cyclist, the cyclist must wait for the follow vehicle. In night riding conditions, the cyclist must stop together with the follow vehicle in such cases.
When overtaking another competitor, the cyclists may ride alongside each other for a minute and the follow vehicle of the competitor who is being overtaken must allow for safe overtaking by the other follow vehicle – either by stopping immediately or by overtaking the competitors and stopping as soon as possible.
In the first 100 km of the race riding alongside each other is not allowed!
On technical inspection a GPS tracking device is going to be installed in every follow vehicle of each competitor. This will enable better control of the competitors to the organizer and also a better insight in the race to the fans of cycling through live tracking on the Internet. The crew has to provide a free 12V socket in the follow vehicle for charging the GPS. The device mustn’t be moved to another vehicle or be turned off. Possible inactivity or any other device problem during the race must be reported to the headquarters of organizer immediately!
ATTENTION: Use of CAMPERS/MOBILE HOMES, as a follow vehicle is not allowed, due to very narrow and hardly transferable roads for bigger vehicles on some parts of the RAS track. Only cars or vans, which don’t exceed 2.00 m of width, are allowed as follow vehicles on RAS. The CAMPERS can be used as a second/ escorting vehicle, which cannot be used on some parts of the track (highlighted in the route book)!
When equiping the vehicles a law for vehicles (ZV) must be followed.

13. RULES OF FINISHING
The competitors must arrive at the finish line in Postojna within the cut-off time, announced by the organizer on its website one month prior to the race. This cut-off time may be changed by the organizer during the race on account of the circumstances during the race.
The cut-off times for passing through individual time stations are set as well. The competitor may override the cut-off time at one time station, but has to arrive there by the prescribed time of closing the time station. Such a delay is tolerated at one time station only.
On arrival at the finish line, the competitors sign on the list of competitors next to their finish time.
They leave the finish area on instruction of a race official, who escorts the competitor to the finish stage, where prizes are awarded. They must not leave the finish area unaccompanied by a race official.
The time and the number of kilometres travelled by the competitor will be registered for the official results of the race.
The cut-off times for passing through individual time stations are set as well. The competitor may override the cut-off time at one time station, but has to arrive there by the prescribed time of closing the time station. Such a delay is tolerated at one time station only.
On arrival at the finish line, the competitors sign on the list of competitors next to their finish time.
They leave the finish area on instruction of a race official, who escorts the competitor to the finish stage, where prizes are awarded. They must not leave the finish area unaccompanied by a race official.
The time and the number of kilometres travelled by the competitor will be registered for the official results of the race.
14. PENALTIES
Time penalties for breaching traffic regulations and/or orders of race officials will accumulate throughout the race.
Three penalties are allowed altogether, then the competitor is disqualified being given the fourth penalty.
The competitor will be held by race officials at the last time station for the sum of accumulated time penalties, if it is expected that the penalty would change the order of arrivals at the finish line. If the order of arrivals at the finish line is not expected to change on account of the time penalties, the competitor may pass through the last time station immediately and the time penalty will be added to the finish time.
It is always the competitor who will be punished for traffic offences and for breaching the race rules, regardless of whether it was them or their crew who committed them.
Warnings without time penalties may be given at the discretion of the referees and race director. Warnings may be given at any time. A warning does not have to be given before a penalty can be imposed.
The chief referee may, with the authorization of the race director, impose a 1 hour stop penalty or even disqualify the competitors immediately, if they or their crews are found to repeatedly, deliberately and obviously breach traffic regulations and the race rules.
This penalty stop is enforced in the presence and under the control of the chief referee in the field, at a point determined by the referee and regardless of whether it is day or night.

15. AUTHORIZATIONS OF THE RACE DIRECTOR
The Race Director may modify the existing rules and penalties or set new rules in exceptional circumstances before, between or after the race, if it comes to a circumstance that is not defined by the existing rules or if the competitor tries to exploit a loophole in the rules.
16. DISQUALIFICATION
The basis for immediate disqualification, regardless of how many penalties have been given, is:
- the use of unauthorised stimulants (by the competitor or crew member), banned substances and alcohol;
- the competitor's failure to submit to testing for stimulants in urine when requested by race officials before, between or after the race;
- if the competitor progresses along the route without a bicycle or is driven in a vehicle without the permission of a race official (except in case of medical emergency);
- incorrectly registered or insured support vehicles or an invalid driving licence of the support vehicle driver;
- unauthorised assistance to the competitor by motorized vehicles (drafting);
- if the competitor holds onto a motorized or any other vehicle, which eases his race progression;
- the rejection of mandatory rest ordered by a race official, when noticing obviously reduced capacity of the competitor or follow vehicle driver;
- the inappropriate actions of the competitor or a crew member, which can compromise safety, legality or reputation of the race, other competitors and their crews;
- deliberate alteration of road signs or any other acts with the intention to misdirect other competitors;
- receiving more than three time penalties – the fourth penalty is mandatory disqualification.

17. APPEALS AGAINST OFFICIAL DECISIONS
Crew chiefs may appeal against the decisions, which in their opinion require further assessment, only if tangible evidence is presented.
The appeal needs to be filed with the chief referee in writing and a €100 deposit must be paid, which will be returned in case of beneficial resolution. The race officials will discuss the appeal and decide by the time of the announcement of the official results.
No appeal is possible against the already imposed disqualification.

18. RACE RULES FOR TWO & FOUR-PERSON TEAMS
Two- and four-person teams shall be divided into three sub-categories: MEN, LADIES and MIXED. A two-person team in the MIXED category shall be a team of one male and one female competitor, while a four-person team in the same category shall be a random team of 2 female + 2 male or 3 male + 1 female or 3 female + 1 male competitors. The race rules for two- and four-person teams shall be equal to those for solo competitors.
However, some additional rules are given below for two- and four-person teams:
- Competitors in two- and four-person teams shall ride in turns, which means that only one of the competitors may and must always be on the race route;
- The rules do not provide for the time or distance that may be ridden by individual team member;
- Riding in a formation or in pair and in the slipstream shall not be allowed. Exceptions to this rule shall be at the start of the race (compulsory team start, which will end at a precisely defined location arranged and communicated by the organiser one day before the start of the race) and at the last time station TS 12, from Nova vas (TS 11) to the finish line in Postojna (the decision whether to ride and cross the finish line in a team of two or four team members respectively or individually is left to each individual team);
- Each two-person team shall start the race with two registered competitors and each four-person team with four registered competitors and, similarly, it shall finish the race with both or all four competitors respectively; replacing a competitor with a third person during the race shall not be allowed;
- Any potential penalties and the consequent time penalties shall be imposed on the team and not just on the competitor, who committed a violation of race rules.
However, some additional rules are given below for two- and four-person teams:

The moment of changing the riders represents one of the most demanding and dangerous moments in the race, therefore utmost caution should be exercised at the time of each change. The changes will be closely monitored by the referees. The main emphasis will be put on SAFETY!
• The changes in two- and four-person teams may be performed arbitrarily, which means that no points along the race route are prescribed, where such changes would have to be carried out;
• Changes may only be carried out on locations, where road traffic allows them. Such locations should be found, where regular road traffic will not be obstructed by the change;
• Rider changing shall not be allowed in large settlements (villages and towns) with heavy traffic, in the crossroads, on dangerous road sections (e.g. bends) and all other sections with limited visibility and safety;
• The location of the change must be large enough to stop all the support vehicles which will be present at the time of rider changing;
• The chiefs of crews shall be obliged to report all rider changes in advance (not less than 5 minutes) to the race organiser (race headquarters) via cell phone;
Two types of rider changing shall be possible – STATIONARY CHANGING and CHANGING ON THE FLY.

Apart from main categories (men solo, women solo, 2 person teams) on RAS Extreme,

21. “JURE ROBIC” cup 2017
JURE ROBIC CUP (JR Cup) will be a race within a race – time required to climb the 1,611 m Vrsic, the highest mountain-pass on the Race Around Slovenia, will be measured. This competition got its name from Jure Robic, the four-time winner of the Race Around Slovenia who was always fastest also on the climb to Vrsic.
The times of all competitors in the men solo and ladies solo categories will be measured (two-person teams cannot participate in this competition). The organiser will measure the precise time of each competitor between two points: point A, which will be the start, will be in the settlement of Soca in Northern Primorska region (the village before Trenta), and point B, which will be the finish, at the top of the Vrsic Pass.
Each solo competitor will automatically participate in JR Cup. No stopping will be required at the start or finish points. The competitor will normally ride through those points, or can stop on his/her own wish, but this is not required by the organiser.
The winner of JR Cup will be the fastest competitor on the section between points A and B. The only additional condition is that this competitor does arrive at the finish line of the Race Around Slovenia in regular time. If the fastest competitor on this section resigns from the Race Around Slovenia and fails to reach the finish line in Postojna, the winner of JR Cup will be the fastest competitor who manages to do so. In case of equal timings of two competitors on JR cup, the winner will be the competitor who will have a better overall timing of Race Around Slovenia. The announcement of the winner of JR cup will take place on the prize giving ceremony in the finish of the race in Postojna.
